The starter generator on your cart is responsible for getting things moving before the engine actually starts. When you push the pedal just enough to get the solenoid to click, the starter will come on before the engine runs. What is going on is the starter is turning the crankshaft at a high enough RPM to produce a spark. When you push the pedal down a little further and get the cables to engage, the butterfly valve on the carb will open, allowing gas vapor to flow into the engine.
